The last CWPS under the Luxembourg Presidency started with a comprehensive presentation by the Commission of the new proposal for a Regulation on electricity and gas prices.

The Presidency continued with a detailed report on the outcome of the trilogues on the harmonised indices of consumer prices file (HICP). The main objective was to ensure Member States’ support in order to conclude the negotiations on this file at the final trilogue in Strasbourg on 14 December. Some remaining issues had to be solved on the conditions of delegation of powers to the Commission but, in general, Member States granted the Presidency their support.

The Presidency also reported on the outcome of its first political trilogue on the balance of payments file and consulted Member States on their willingness to accept mandatory pilot studies in view of the second political trilogue in Strasbourg on 14 December.

Finally, the Presidency informed Member States on the problems remaining in both transport files.
