Dear Colleagues,

As of 1 July 2015, Luxembourg holds the Presidency of the Council of the European Union. In this context, Statistics Luxembourg (STATEC) has the honour of chairing the Council Working Party on Statistics meetings. We look forward to working with all our partners in the European Statistical System, and all other relevant stakeholders to progress on current legislative dossiers in statistics.

The Luxembourg Presidency programme

The overall priorities of the Luxembourg Presidency are set out in the Trio Presidency Programme of Italy - Latvia - Luxembourg.

We highly appreciate the work done by previous Trio partners and the progress achieved by both the Italian and the Latvian Presidencies. The Luxembourg Presidency will continue to focus on economic governance and quality issues in the area of statistics and will also align the legal framework to the new institutional context.

The Luxembourg Presidency will strive to complete the pending dossiers on Rail and Inland waterways transport statistics, the Regulation on external trade with non-member countries (Extrastat) and Community Statistics concerning balance of payments, international trade in services, and the foreign direct investment Regulation file. The Luxembourg Presidency will also try to advance on the harmonised indices of consumer prices Regulation, which has considerably progressed under the Latvian Presidency.  The Presidency will address new legislative proposals, in particular the Regulation on natural gas and electricity prices that the Commission might adopt in November 2015. To achieve the above-mentioned goals, we will cooperate closely with Member States and our Trio partners, the European Parliament and the Commission. We envisage to engage in trilogues with our European partners – on an institutional as well as on Member State level.


Meetings of the Council Working Party on Statistics

During the Luxembourg Presidency, five meetings of the Council Working Party on Statistics are scheduled as follows:

• Friday, 11 September

• Thursday, 8 October (cancelled)

• Friday, 30 October

• Friday, 20 November (cancelled)

• Tuesday, 8 December

During the first Council Working Party on Statistics, the Luxembourg Presidency will present information on the outcomes reached and future actions on pending dossiers. The first meeting will continue with discussions on the amendments posted by the European Parliament concerning the Presidency compromise proposal for a Regulation of the European Parliament and of the Council amending Regulation (EC) No 184/2005 on Community Statistics Concerning Balance of Payments, International Trade in Services and Foreign Direct Investment as regards conferring of delegated and implementing powers upon the Commission for the adoption of certain measures.

The Presidency also intends to continue discussions with Member States on the written consultations on the Proposal for a Regulation of the European Parliament and of the Council on Harmonised Indices of Consumer Prices and Repealing Regulation (EC) No 2494/95 launched by the Latvian Presidency.

I will chair the Council Working Party on Statistics meeting supported by co-chair Mr Nico Weydert, Deputy Director of Statistics Luxembourg.
